Subject: proof of work and half-approved state

you should be able to do a proof of work for a half-approved state that lets you be visible but not affect vote sums/scores.

this should be a feature flag.

this means there should be a (voluntary, consensual) proof of work feature
(pollyanna has an awkwardly implemented version on the write page)
