Let's think about what the missing pieces are and or the workflow
#
As a user, I want to be able to make a site enhancement request and pass it off for step one of railspike
#
For the phone workflow, make the handoff a durable record: request text, target revision, acceptance checks, and a status link. Then a disconnected tab can reopen the same job instead of submitting it twice. The most useful first milestone is request -> reviewable plan; implementation can follow after that works reliably.
