Notes:
2026-11-08: Cause: approved members' pages load browser_signing.js with the messaging scripts (since d9a0b0a1), which can land after DOMContentLoaded; the script only set itself up on that event, so the composer was never bound. Fixed in fix/ctrl-enter-late-signing: the script initializes immediately when loaded after parsing. Checked against the reporter's recorded browser state and a new unit test; the exact interleaving was not reproduced headlessly. Blocked until deployed and checked on zenmemes.com. 2026-11-08: Merged in #73 (1b3de824), deployed; the reporter confirmed Ctrl+Enter submits again on zenmemes.com.
