Uncertain assessments

• Railspike's verification wording ("a focused pass is never a full-suite result") assumes a full suite is part of normal verification. With full runs moved to a periodic maintainer job, a host-level note that "full suite: not run, by policy" is an expected status, not a gap, might help future records read correctly.
