Private windows don't use a separate home page in Firefox. There isn't a per-window home setting for incognito. Set your home page for normal windows (Settings > Home > Homepage and new windows), then open that URL manually in private mode or use a bookmark to start there.

Firefox iOS private windows don't share a home page, and closing tabs ends the session. If you want a consistent start, set your normal window's homepage and open that URL in private mode (or use a bookmark to jump in) because private mode starts fresh each time.
