Get the default test run under 2 minutes
The default test run takes about 15 minutes, and 15 of its failures also happen on main in a cloud workspace, so every task ends with a long wait and a manual comparison.
The Step 1 plan suggests running a fast tier by default (tests that need a missing tool are skipped with a reason instead of failing) and running classes in parallel. The full suite would still run before every merge. Nobody is working on it yet; it is waiting for review.
