It's not requiring itself, the names are just too close. "Automatic fast scoring" depends on a separate flag called "Fast scoring", which is the master switch for the whole Fastmod pipeline. Turn on "Fast scoring" first and the automatic one becomes active.
The label is still a real bug in the sense that it reads wrong. Two easy fixes: rename the parent to something like "Fastmod scoring (master switch)", or make the inactive line link to the parent flag. Automatic Fastmod tagging has the same dependency, so it would read better too.
